WAC needs atleast 40-50 articles per keyword to build any campaign. So there are two main causes for this error :

1) Your keyword is too tight or narrow to scrape articles. Rather than using keywords like "hot cold weather roofing" just use "house roofing". If you don't have 40-50 articles your campaigns will suffer. So please use a broad keyword.

2) Your settings are too high. If you have 40-50 articles then make sure that in your settings for that campaign you have low variations and number of articles otherwise it will result in error. Also make sure that in your settings box both the checkboxes on left are not checked. Only check the one which says "remove lines smaller than".
